The National Council discussed with the Council of Europe Office the opportunities for cooperation for the next period
On January 29, at the National Council a meeting was held between the Chairman of the National Council Iurii Artemenko, the Members of the National Council Valentyn Koval and Serhii Kostinskyi and the Head of the Council of Europe Office in Ukraine Мårten Ehnberg and the CoE project managers Galyna Smirnova and Tetyana Shamray. During the meeting the opportunities of the new monitoring center and adaptation of the new system to the specific needs of the Ukrainian market were presented.
The Chairman of the National Council Iurii Artemenko said that the software, which was developed specifically for the project of the Regulatory Authority, for the first time ever included the function of transcribing the Ukrainian language. “This system is really unique, and no analogues exist in Ukraine yet,” he said.
More details about the features of its work were told by the representatives of the company, which according to the results of the competition conducted by the Regulator carried out the development of the monitoring center. In particular, among the key functions is the ability to recognize faces, symbols and logos, the definition of a person by voice, as well as the ability to distribute information in the category by tonality, number of publications etc. In addition, the system allows for a thorough analysis of the broadcasting of individual companies.
For his part, Valentyn Koval said that at the moment the employees of the National Council are monitoring the activities of the broadcasting companies in 24 directions – in terms of quantitative indicators and separate characteristics of the content. “The new monitoring system encompasses an extremely wide range of opportunities that can greatly simplify, accelerate and improve the efficiency of the Regulator,” he added. Now all the violations are fixed by people manually, while with the help of the new system they will be detected automatically, and the machine will only inform the staff about their availability.
Valentyn Koval also noted that the updated monitoring center in the National Council was set up in 2018, which provided the appropriate funds. “During this time we have put all the equipment and we can already record 80 programmes at the same time. In 2019, we plan to increase the network of covered channels and, in addition to Kyiv, involve the broadcasters of regional centers. We also hope to provide the representatives of the National Council in the regions with mobile monitoring centers, which will transfer all the recorded information directly to Kyiv”, – he specified. However, in order to start a full-fledged work with the new system, you must first teach it. In addition, given that it is artificial intelligence, each function of it will need to be taught separately – as is a case with person. For this, the National Council needs first aid specialists in linguistics and political science that would fill the software and hardware complex with all the necessary information and set parameters for conducting high-quality monitoring of the broadcast of domestic channels in accordance with Ukrainian reality and the requirements of Ukrainian legislation.
Iurii Artemenko expressed the hope that the Council of Europe Office could support the National Council in an effort to accelerate the process of transitioning to a new equipment of the monitoring center. The parties agreed to establish interaction on this issue.
